its always gonna happen walls arent that thick and sound travels through floors, walls, etc. go out in the stairwell and shut the door if you cant hear it, then its good enough.

I've lived in several different apartments and shared accommodations. You shouldn't have to live in silence. As far as I'm concerned, during the day I'm allowed to listen to whatever I want at a reasonable level. At night I turn down the music. Definitely from 10pm-10am I keep the music off/down. (Weekends I keep the music off from 12am-12pm)
Apparently it sounds like you have really annoying neighbors, so you may want to keep your music low. Not much louder than what you'd watch TV at.
Do check with your landlord though. Make sure that you can't be evicted for having music on. Ask your landlord what is acceptable.

Perhaps the walls are just super thin. In that case you should never play your music loud enough for neighbors to hear. They should respect you the same way.

Turn it to the highest level for awhile and give them time to call the police, turn it down before they arrive slightly below where you would like the volume to be and find out ^.~

Use ear phones. There is nothing more annoying in an apartment than someone else's taste in music that you are forced to listen to. It is extremely rude. Your music should only be heard by you.
